Port Blair, Feb 5: The Hon’ble Member of Parliament Shri Bishnu Pada Ray has strongly objected to the allegations made against him by the Adhyaksha Zilla Parishad, today at a press conference called by the Zillas Parishad, South Andaman.
 
According to the Member of Parliament there was no such statement made by him during the course of the meeting of Zilla Parishad held on 4TH Feb. 2010. The meeting was called to form committees, which include formation of Standing Committee, formation of committee for allotments of shops and any other issues with the permission of the chair.
 
The Hon’ble Member of Parliament said, “During the meeting it was observed that the opposition was not given the right of reservation in the committees as per Rule 6(e)”.
 
Referring to the Notification No. 229 of A&N Islands (Panchayati Rai Institution) Constitution of Committees (Rules 2005, the Member of Parliament had suggested that the rule should be implemented in full spirit also keeping in view the Parliamentary Tradition in formation of Standing Committees.
The Parliamentary Tradition and the Rules suggested that the member of opposition party should preferable be appoint as chairperson of the committees. But the Zilla Parishad Chairperson did not find it necessary even to take not of the MPs suggestion. Condemning the monopolistic self style functioning of ZP Chairperson the Hon’ble MP walked out in protest. Shri MK Hussain, ZP Member also walked out along with the Member of Parliament.
 
The Member of Parliament further said, “I am hurt by the way the Zilla Parishad called a press conference today and alleged that I spoke against any religion and women. I never said anything that could have humiliated any religion or any section of the society”.
 
“ It is the same Zilla Parishad where the District Planning Committee meeting was held for two days in which I participated. There were no such issues and the meeting went smooth.
 
“I am also surprised by the way the CEO of Zilla Parishad officially recorded proceedings of the meeting misquoting me in it, with an attempt to humiliate and defame me in front of the islanders.”
 
The Memebr of Parliament also said that on 17th July 2009 I had officially requested the Zilla Parishad for documents. But it was never given to me the Zilla Parishad till date. To this I raised the issue in writing in the Parliamentary forum-” Question of Privilege’ Motion. The copy of the Motion passed was sent to the CEO, Zilla Parishad, South Andaman by the Parliament.
 
“I therefore condemn the allegations made by the Zilla Parishad to malign my image in the eyes of the islanders’, the Member of Parliament added.
